Hi Luis
The Phoenix max is the better tool as it comes with the oscilloscope and truck software. If you dont need either of these things and wont be working on heavy vehicles you can go the Phoenix Smart

The Phoenix Smart offers online programming for 15 different brands and has the option to add on truck software.
The Phoenix Elite is a step down and offers online programming for 9 brands and no truck expansion option.
